It systematically reviews the policy progress and governance practices of international organizations and major economies in areas such as data governance, AI-enabled applications, and institutional development, and examines the practical implications arising from rapid technological iteration, emerging risk structures, and disparities in service accessibility.

On this basis, the report develops an indicator framework covering Digital-intelligence Social Governance, Digital-intelligence Public Service Delivery, Institutional and Infrastructure Support, and Digital-intelligence Public Participation. The framework serves as a comparable and adaptable tool for identifying governance capabilities, providing a reference framework for countries to assess Digital-intelligence governance capacity and promote international exchange and mutual learning.
