AI is emerging as a new general-purpose technology(GPT) and cognitive infrastructure, yet the severe imbalance in benefit distribution is creating an "AI Divide" more systemic than the traditional digital divide, risking a global "next great divergence". This inequality spans national AI readiness, corporate monopolization, uneven computing resources, unrepresentative data and models, workforce polarization, and governance misalignment—rooted in an "impossible triangle" of high technological barriers, capital monopoly, and geopolitical walls. The solution lies in open-source, efficient, low-cost innovation exemplified by DeepSeek, remaking AI into a shared "intelligent public goods". The international community should combine disruptive technological innovation with inclusive global governance to jointly build a new global intelligent order that is universal, equitable, and sustainable.
