Cross-border data flows have become an important component of global digital trade, supporting economic growth and enhancing social welfare. However, as global rules on cross-border data flows become increasingly fragmented, compliance costs, operational complexity and uncertainty for enterprises and other data trading entities have escalated.
The World Internet Conference attaches great importance to the issue of cross-border data flows. Utilizing the expertise of the Data Working Group and consistently gathering insights from all its members and industry specialists, we finalized the report on Comparative Study on Global Cross-Border Data Flow Policies.
The report reviews a total of 194 policy documents related to global cross-border data flows by the end of 2024, identifies three policy paradigms, compares policy regulations and practices regarding data possession, exchange, reception, and international cooperation, and provides recommendations to promote cross-border data flows.
