The World Internet Conference hosted the AI Computing Power Development Forum themed on "Building an Integrated, Inclusive, and Green AI Computing Ecosystem" in Barcelona, Spain, on March 4, during the 2025 Mobile World Congress. 

At the event, Zhang Dong, vice-president of China Mobile Limited, shared his insights on the evolving landscape of AI technology and its impact on computing power and industrial transformation.

"Computing power is becoming more inclusive, shifting from the traditional model of 'resource stacking' to a 'algorithm-driven' approach," Zhang stated. He pointed out that the previous extensive growth model has led to high costs, excessive energy consumption, and low resource utilization. The emergence of DeepSeek demonstrates how breakthroughs in algorithms and architectural innovation can form a positive feedback loop, creating what he calls the "computing multiplier effect" that is reshaping industry dynamics.

Zhang observed that AI models are transitioning from a "closed and exclusive" paradigm to a "shared and open" ecosystem. The AI industry is now characterized by "leading players, open-source innovation, and collaborative ecosystems", he said, adding that open-source models are breaking the barriers of proprietary development, shifting competition from "single-point breakthroughs" to "co-creation across ecosystems". 

Zhang also highlighted the evolution of AI itself—moving beyond Artificial Narrow Intelligence toward Artificial General Intelligence (AGI) and even Artificial Super Intelligence. He noted that future AGI will possess human-level comprehension, expression, and decision-making abilities, potentially surpassing human intelligence in certain fields. This transformation will drive AI from being merely a "tool" to becoming a "cognitive partner," fundamentally reshaping productivity and societal development, he noted.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
