Liu Chen

With 10 years of experience in operations and planning at prominent internet companies, including 8 years in game operations and 2 years in video content operations, Liu Chen previously worked at leading companies such as Alibaba and the 360 Group. Liu has successfully planned and ran operations of multiple high-impact games (e.g., Time Raiders, Nikki UP2U, Tsum Tsum) and a virtual idol project, ReVdol.

In 2022, Liu joined Bluefocus, where he took charge of virtual IP operations and commercialization under Uniblue. Liu’s work included the creation of digital personas for tourism sector of Jilin and Meishan, boosting growth of local culture and tourism industry with digital technologies.

In 2023, Liu produced the first cultural heritage-themed short drama Song of the Sky Pacers (《步天歌》), which quickly became a hit, ranking seventh on Douyin's short drama charts within one week and garnering over 100,000 more users per episode, alongside impressive numbers of likes and views.

In 2024, Liu led Bluefocus' digital cultural tourism business, providing services to several local culture and tourism departments. Liu also created the first ice and snow-themed digital personas, Chuyi and Xuanlong, for the Jilin Provincial Department of Culture and Tourism, facilitating the conversion of online interactions into offline consumption in the province.


The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
