Zhao Houlin, former secretary-general of the International Telecommunication Union, outlined the Digital Silk Road's mission to modernize the traditional Silk Road using digital technologies.

In an exclusive interview in Xi'an, Northwest China's Shaanxi province, while attending the World Internet Conference Digital Silk Road Development Forum, he emphasized its role in enhancing communication, interaction, and development among nations involved in the Belt and Road Initiative. 

Zhao highlighted initiatives like the China-Europe Railway Express, which leverages digital technologies to advance connectivity along the Silk Road. Reflecting on China's expertise in internet infrastructure and innovation, Zhao called for continued international cooperation to unlock the full potential of the internet for global development. The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
