At the 2025 World Internet Conference Wuzhen Summit, Zhao Houlin, former secretary-general of the International Telecommunication Union (ITU), said that to care about the youth is to care about the future.

He noted that the Global Youth Leadership Program (GYLP), launched in 2023, has now reached 120 countries, reflecting the growing enthusiasm of young people in shaping the digital world and the future of the global information society.

Zhao also highlighted the importance of inclusivity, pointing out that 2.6 billion people worldwide still lack internet access. He stressed that the WIC's focus on "digital inclusion" is essential to ensuring that all people, especially those in developing regions and vulnerable groups, are able to reap the benefits of connectivity.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
