Ren Xianliang, secretary-general of the World Internet Conference, spoke at Cisco China’s 2025 technology innovation artificial intelligence (AI) summit in Beijing on May 23.
Ren said that AI, as a strategic technology driving a new wave of technological revolution and industrial transformation, is profoundly reshaping the global innovation landscape. In particular, open-source large models, by building an open and shared technological ecosystem, provide new momentum for the transformation and upgrading of traditional industries, the development of strategic emerging industries, and future industries. This has significant strategic importance for cultivating and developing new quality productive forces and achieving sustainable development.
Regarding how to fully leverage the potential of AI and promote its integration with industry, Ren highlighted the people-centered and intelligent-for-good principle, which involves helping countries, especially developing countries, strengthen their AI capacity-building efforts, exploring international cooperation models for affordable and sustainable capacity-building, and providing accessible and affordable AI services to small and medium-sized enterprises and the general public.
Ren also called for creating an open, fair, and non-discriminatory AI development environment, promoting openness of algorithms, models, and data, and developing a collaborative innovation system integrating industry, academia, research, and application. These efforts will allow AI to become an inclusive engine for global development through shared computing power, talent mobility, and localized innovation.
Ren underscored the importance of the role of international organizations in advancing international cooperation on AI governance. The goal is to form an inclusive global AI governance system that ensures AI is safe, reliable, and controllable, ultimately supporting global development and empowering a better life for humanity.
The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
